Basic principles of project management

This document makes a both lean and robust
proposal of "project management" organization in any company.
The aims of this organization are:

To allow all employees to share all information about ongoing
projects.

To benefit from every expertise in the company.

To make possible economic rationality in investment
decision-making.

To pave the way for the use of a genuine "project planning"
software.

To lay the ground for the emergence of a "Project Management
Office".

To capitalize on past experience and to enrich all company
workstations by sharing best practices.
Strong points

This proposal can apply to projects with any purpose,
and even to projects without any “Information Technology”
aspects.

This proposal is robust enough to apply as is to projects of
any size, from the 100,000 men-days program to the most
elementary action. This allows to avoid "threshold effects”
(typically: piecing projects in parts so small as to allow
them to be handled by "maintenance" processes)

The organization we define is “recursive”, i.e. the same
rules may apply to a project, to its sub-projects, to
the sub-projects of its sub-projects etc. This obviously makes
possible to take into account any project configuration. For
